This plastics company is trying to stop Black residents from visiting a slave burial site on Juneteenth

A group of Black residents from St. James Parish, Louisiana, got the green light on Thursday to hold an hour-long Juneteenth prayer service on a burial plot containing the remains of formerly enslaved people. The ceremony, planned for Friday, has been a point of contention — not due to fears over coronavirus, which has hit the community particularly hard, but because the site technically belongs to Taiwanese plastics manufacturer Formosa.

This decision is the latest incident in a long series of legal battles between the company and the community. When they found out about the remains last year, RISE St. James — a grassroots environmental justice group that has been trying to stop the plastics company from setting up shop since 2018 — had members pay visits to the site, which is part of a former sugarcane plantation, to pray, sing and place flowers. But that all changed in January when the Louisiana Department of Environmental Quality approved permits for the company to construct a $9.4 billion petrochemical complex on the location.

Sharon Lavigne, president of RISE St. James, told Grist that the last time she visited the location, authorities told her that Formosa didn’t grant access permission to the site and that if she ever returned, she would be arrested.

Formosa told Grist that the company is still working to communicate with agencies to conduct research and learn more about the identities of the people buried on their property. Internal documents obtained by RISE St. James via a public records request, however, show Formosa’s own archeological findings concluded the site was indeed a slave burial ground. But in an email to Grist, Jim Harris, the company’s spokesperson, claimed “no archaeologist has been able to confirm the identity or ethnicity of the remains discovered on [Formosa] property.”

In accordance with state laws, the company said they are working to identify any descendants associated with the remains, and would eventually gather community input on the deceased’s identities. “Once this process is complete,” the company said it will “work with the state archaeologist and any identified relatives to have the remains respectfully re-interred in a proper cemetery.”

On Monday, RISE St. James received a letter from Formosa declining to give them access to the burial site on Juneteenth — a holiday that falls annually on June 19 and celebrates the end of slavery in the United States. But later that same day, a state judge granted the organization a temporary restraining order, allowing them to move forward with the prayer ceremony. Judge Emile R. St. Pierre wrote that Formosa won’t suffer any harm as a result of a peaceful prayer service, adding that holding the event was within the residents’ constitutional rights.

Formosa then submitted a motion to dismiss the restraining order which led to the trial, asking once for the judge to reconsider his decision and halt the Juneteenth prayer service due, at least in part, to the safety and liability concerns of construction evidently happening at the site. Lavigne contested that she has not seen any active construction happening on the site.

“[Formosa] recognizes the importance of acknowledging this historical and meaningful day,” Harris said. “However, once the judge has an opportunity to consider all factors in this matter, we believe he will determine that the safety and liability concerns of an active construction site are significant enough to restrict unauthorized access to the property.”

Tensions between St. James Parish’s Black residents and companies like Formosa are informed by the region’s long-standing legacy of industrial pollution. St. James Parish is part of Louisiana’s “cancer alley,” an 85-mile industrial corridor along the Mississippi River between New Orleans and Baton Rouge. The area’s Black population has been particularly hard-hit by the COVID-19 pandemic. Many residents already have underlying health conditions from industry-linked pollution that put them at risk of contracting the virus. Research from the Tulane University Environmental Law Clinic identified high levels of fine particulate matter concentrated in Louisiana’s southeast industrial corridor, which experts say could also impact the severity of COVID-19 cases.

On Thursday, the state judge reaffirmed RISE St. James ability to hold a Juneteenth Ceremony, but Formosa still marched to the state’s capital in Baton Rouge to file an appeal, which the court also rejected.

Regardless, Lavigne told Grist that she is determined Friday’s Juneteenth event will happen no matter what. “The judge already made his decision, I feel like victory is mine,” Lavigne said. “We’re going to beat them, and I can feel it in my spirit.”

Cities are shutting down bikeshares during curfews, stranding their own residents

Over the past several days, hundreds of thousands of Americans have hit the streets to protest the killing of George Floyd, a 46-year-old black man who was asphyxiated by a police officer on May 25 in Minneapolis. The protests started in the city where Floyd was killed and spread rapidly to all 50 U.S. states and at least three U.S territories.

In response, mayors and governors have instituted rare nighttime curfews in an effort to deter clashes between police and protestors — which videos show are often instigated by police — and waves of looting and property damage. But the curfews aren’t keeping protesters off the streets: People in major cities have been out long past nightfall protesting the national crisis of police brutality. And essential workers are largely exempt from the curfews, leading to confusion among people who work night shifts.

No matter the reason they’re out during curfew, people trying to get home are finding that their options are limited. Some cities, like Los Angeles and Chicago, have shut down public transportation systems in response to the protests, stranding people who are out after curfew. In some areas, like parts of Manhattan, even driving has been prohibited. And bikeshare programs, which have been a key source of safe transportation for essential workers during the coronavirus pandemic, have been directed to hit the pause button by city officials during the curfews.

That means protesters and other people just trying to get around in the middle of an ongoing pandemic are being forced to get places by foot. In New York City, the city’s privately-owned bikeshare program, CitiBike, was directed by the mayor to shut down during the curfew on Monday and Tuesday. “We disagree with this decision,” the company said in a tweet thread.

On Wednesday, CitiBike will be required to end service at 6 p.m. — two hours before the curfew begins.

Similar programs in D.C., Houston, Chicago, Minneapolis, and L.A. shut down during curfews too. Some of those programs, like Houston’s BCycle and Minneapolis’ Nice Ride, are owned by nonprofits. Others, like Chicago’s Divvy and D.C.’s Capital Bikeshare, are housed within each city’s Department of Transportation. Philadelphia’s city-run bikeshare program, Indego, bucked the trend by staying open during curfew.

Alan Mitchell, former chief of staff at Motivate, the company that owned and operated CitiBike before Lyft bought the program in 2018, thinks shutting down bikeshare programs amid protests is a bad idea. “I think it prevents essential workers from getting to their jobs, I think it makes people less safe, and I think it’s a disgrace for the mayor to have ordered that,” he told Grist, referring specifically to New York City Mayor Bill de Blasio.

As it is, bikeshare programs, which have been touted as a greener, healthier, and better way for city-dwellers to get around, have an equity problem. A huge majority of bikeshare users are white and wealthy, in large part because bikeshare docks tend to get built in majority-white neighborhoods while leaving majority-nonwhite neighborhoods behind. In D.C., a city that is 50 percent black, only 4 percent of bikeshare members were African American in 2016. Just 2 percent of Chicago’s bikeshare program users were black, according to 2017 data.

And when people of color do use bikeshare programs, or just cycle in general, they’re more likely to face police harassment for it. A study on sidewalk biking bans in NYC between 2008 and 2011 found that bans were disproportionately enforced on Black and Latino bikers. In Fort Lauderdale, Florida, 86 percent of police citations for biking violations were issued to African Americansin the years between 2010 and 2013.

On Wednesday, World Bicycle Day, Bublr Bikes, Milwaukee’s nonprofit bikeshare program, which stayed open during its city’s curfew, said it will commit to building a more just bikeshare program.

One way city officials and bikeshare programs could start doing just that? Make bikeshares available around the clock, whether or not there’s a curfew.

As coronavirus ravages Louisiana, ‘cancer alley’ residents haven’t given up the fight against polluters

Four years ago, Sharon Lavigne was diagnosed with autoimmune hepatitis. Blood tests revealed that she had aluminum inside her body. Lavigne has lived all her life in St. James Parish, which sits on an 85-mile stretch of the Mississippi River that connects New Orleans and Baton Rouge, Louisiana. Since the 1980s, it’s been known as “cancer alley.”

According to Environmental Protection Agency (EPA) data, seven out of 10 U.S. census tracts with the nation’s highest cancer risks are located in this corridor, which is already home to more than 150 chemical plants and refineries. When she got her diagnosis, Lavigne didn’t think any of this might be related to her failing health, or that of so many of her friends and neighbors.

“That should’ve been my wake-up call,” Lavigne, 67, told Grist. “But I was teaching in school, uninterested with what’s going on. I was only interested in my job, going home, resting, and taking care of my children and grandchildren. That all changed when I found out that a new plant was coming.”

When she heard that another petrochemical company was planning to set up shop nearby, Lavigne left her job as a special education teacher in 2018 and founded RISE St. James, a grassroots environmental justice group, to try to stop any new development that could further endanger the health of her community. Though the novel coronavirus has hit her parish especially hard — its COVID-19 death rate is the fourth highest in Louisiana and five times higher than the overall U.S. death rate — Lavigne and her allies have not given up the fight.

But the company has a head start. In 2014, the St. James Parish Council had quietly changed the land use plan for Lavigne’s district from “residential” to “residential/future industrial,” welcoming new industry with little public input. Then, this January, the Louisiana Department of Environmental Quality (LDEQ) approved permits for the Taiwanese plastics manufacturer Formosa to build a $9.4 billion petrochemical complex in St. James Parish, despite data showing that it could more than double the amount of toxic pollutants in the area. Formosa’s own models show that it could emit more of the carcinogenic compound ethylene oxide than just about any other facility in the country. These levels would exceed the benchmark that the EPA uses to determine if exposure poses cancer risks. (That benchmark is not legally binding, and a Formosa spokesperson wrote in a statement to Grist that the company does not expect its emissions to reach the level specified on its permit applications.) The gargantuan facility will consist of 14 separate plastics plants, two of which are ethylene glycol plants.

On March 31, the EPA’s Office of Inspector General, an independent agency watchdog, put out a report stating that the EPA and LDEQ failed to provide critical information to nearby residents about ethylene oxide emissions and the elevated cancer risks associated with the toxic chemical. In response, however, EPA Administrator Andrew Wheeler demanded that the OIG withdraw the report.

Adding insult to injury for the predominantly black residents who live near the proposed facility in Lavigne’s district, Formosa’s chosen location sits on two former 19th century sugarcane plantations and a slave burial ground. Although Formosa did not initially disclose this information, a public records request by RISE showed that the company knew that formerly enslaved people were buried beneath the land during its obligatory land survey in 2018. Legal complaints filed against the proposed development cite not only the environmental impacts of building the facility but also the historic and cultural harm of erasing this history.

Formosa has publicly maintained that it followed thorough and conscientious procedures to identify and mitigate both the environmental and cultural impacts of its proposed development. The spokesperson wrote to Grist that Formosa “has met with hundreds of people in the parish” and regularly updates community leaders and stakeholders. The company has also paused construction during the COVID-19 pandemic, citing “an abundance of caution” and concern for its workers.

“Emission modeling was conducted and demonstrated that [Formosa’s] emissions will have predicted ambient concentrations that will be below the state and federal standards established to protect human health and the environment with an added margin of safety,” Janile Parks, the Formosa facility’s director of community and government relations, wrote in an email to Grist. “To address community concerns and as part of [Formosa’s] land use ordinance with St. James Parish, [Formosa] will voluntarily place air quality monitoring along its eastern property boundary to provide data on air emissions.”

A deadly combination

African Americans in “cancer alley” are facing not only the country’s most severe health outcomes in terms of pollution-linked cancer, but also some of its most severe COVID-19 outcomes. As of late April, about 56 percent of those dying from the novel coronavirus in Louisiana were African American, though they comprise only 33 percent of the state’s population. And as of April 26, eight out of the 10 parishes in Louisiana with the highest COVID-19 death rates are in the southeast industrial corridor that includes “cancer alley.”

The Formosa spokesperson wrote to Grist that “officials have not suggested there to be any link between industrial emissions and COVID-19.” The company instead pointed to Louisiana’s elevated rates of diabetes, obesity, and hypertension, which “are especially high among minority communities.”

But research has suggested a link between air pollution and COVID-19 outcomes, independent of other factors. When researchers at Harvard’s school of public health released a study last month showing a relationship between particulate matter (PM 2.5) pollution levels and increased death rates from COVID-19, experts and advocates in Louisiana began to think about what the study means for their state. Kimberly Terrell, director of community outreach at the Tulane University Environmental Law Clinic, identified Louisiana’s PM 2.5 hotspots and looked at the COVID-19 outbreaks in those locations.

“There’s a cluster of COVID-19 deaths along the industrial corridor,” Terrell said at an online press briefing. “The strength of that Harvard study is that it looked at the entire nation, and it looked at a really huge population of people and found this relationship between pollution and death rate — and that relationship can be hard to see, because it’s often obscured by other things like access to healthcare, poverty, unemployment, risk of getting the virus.”

So Terrell set out to look more closely at that relationship. She scraped the raw data from the Harvard study and performed her own analysis. The majority of PM 2.5 hotspots are concentrated along “cancer alley” — and so are the highest death rates from COVID-19. Terrell also measured other COVID-19 risk factors and preexisting health conditions by plotting out the geographic distribution of diabetes and obesity across the state. She found that “cancer alley” residents do not suffer from conditions like diabetes or obesity at higher rates than folks in other parts of the state. This suggests that high levels of PM 2.5 concentrated in Louisiana’s southeast industrial corridor could have had a decisive effect on the severity of its COVID-19 outcomes.

And based on recent trends, the pollution behind all this is set to continue or even worsen. In Louisiana, air quality measurably improved from 2000 to 2015. However, since 2016 the state has reversed that trend. PM 2.5 pollution is increasing again, specifically in the southeast part of the state.

A red light

Myrtle Felton, a member of RISE St. James, has seen her loved ones pass away one by one from cancer and other respiratory illnesses. Back when no industrial facilities loomed over her backyard, she used to enjoy tending to her garden for most of the day. But in the 45 years that Felton has lived in St. James Parish, petrochemical plants have been appearing left and right. Since then, Felton said that she doesn’t like to be outside anymore because of the dirty air.

“So many people here have died of cancer. 2014 was a real awakening for me, because I lost five people that were very close to me,” Felton told Grist. “My sister-in-law died first of cancer in February, then my brother-in-law the next month, then my husband, he died of respiratory problems. If that’s not a red light going on telling me something is wrong, then what is?”

Outside her window, she can already see two chemical facilities on the horizon, and if it wasn’t for the pandemic, she said dark smog would usually obscure her view of the facilities. She worries about what will happen when Formosa’s operations begin.

“Somebody needs to come in and do something,” Felton told Grist as she broke into tears. “Don’t just listen to what I’m saying, feel my heart.”

For now, Formosa is weathering the coronavirus outbreak, but with their permits approved by the state, the next step is to gear up for construction. Residents of St. James Parish vow to continue their fight by telling their stories.

“Feel my pain,” Felton said. “I’m tired. We’re tired.”

These air pollution standards kept people out of the hospital. Trump just rolled them back.

The Trump administration isn’t letting the COVID-19 pandemic get in the way of its deregulatory agenda. Last week, the Environmental Protection Agency announced it would not tighten air quality standards for fine particle pollution, despite warnings from scientists, including former agency staffers, that the current rules were not strict enough and could result in tens of thousands of premature deaths. The agency then finalized a decision on the Mercury and Air Toxics Standards, determining that it is not “appropriate and necessary” to regulate mercury and other pollutants from power plants despite the fact that utilities have already spent millions of dollars to comply with the standards.

The announcements arrived the same week as a new study that links these two regulations to tangible public health improvements. When these rules, in addition to other air quality regulations, were strengthened under the Obama administration, Louisville Gas and Electric (LG&E), a utility in Kentucky, was forced to retire three coal plants and spent almost a billion dollars upgrading another plant to comply with the rules.

The study, published in the journal Nature Energy last week, analyzed public health data in Louisville to see how rates of asthma-related hospitalizations, ER visits, and symptom flare-ups changed in relation to improvements in air quality. Using zip code–level data from the city’s Department of Public Health and Wellness, the researchers found that after one of LG&E’s power plants in Louisville was retired in 2015, and pollution controls were installed on three other coal plants in the area, there were approximately three fewer asthma-related hospitalizations and ER visits per zip code per quarter over the following year across the county’s 35 zip codes. That adds up to nearly 400 avoided doctor visits.

The researchers also analyzed data from a program that tracked inhaler use among 207 residents with the help of digital inhalers, and found that after new pollution controls were added to one of the coal plants in 2016, average inhaler use went down by 17 percent. Among participants who had the highest inhaler usage before the controls were added, average use went down by 32 percent.

In Louisville, as in the rest of the country, the health impacts of air pollution aren’t distributed equally. The study shows a clear concentration of asthma-related hospitalizations and ER visits in the West End of Louisville, a predominantly African American neighborhood, even after the controls were installed. The coal plants are only one part of the picture there — the neighborhood is also home to a cluster of chemical and manufacturing plants dubbed “Rubbertown.”

The city implemented a toxic air reduction program in the early 2000s that was largely successful in reducing emissions from the Rubbertown plants, but the West End still suffers disproportionately from the impact of ongoing pollution. According to a health report published by the city in 2017, inpatient admissions for asthma in west Louisville are more than 10 times that of more affluent neighborhoods to the northeast. Higher cancer death rates and lower life expectancy are also clustered in the western half of the city.

The COVID-19 pandemic thrust the reality of these health disparities into the headlines recently, when a preliminary study showed that people who lived near major sources of pollution are more likely to die of the virus, and new data revealed that it is killing black Americans at higher rates than any other demographic. “Communities of color, they’ve always been the sacrifice zones,” said Mustafa Ali, the vice president of environmental justice, climate, and community revitalization for the National Wildlife Federation, in a recent Twitter video. “They’ve been the places where we’ve pushed things that nobody else wants.”

Dr. Anthony Fauci, the leading public health expert on President Trump’s coronavirus task force, acknowledged the structural inequality underlying the numbers during a White House press briefing earlier this month. “When all this is over — it will end, we will get over the coronavirus — but there will still be health disparities which we really do need to address in the African-American community,” he said. The research from Louisville shows that upholding — and strengthening — our air quality standards is one place to start.

How our once-helpful instincts got hijacked by our garish modern world. Have you ever wondered why some men choose pornography over actual women? Why both sides of every war see the other as the aggressor against whom their “Department of Defense” must respond? Harvard evolutionary psychologist Deirdre Barrett explains how human instincts—for food, sex, or territorial protection—developed for life on the savannah ten thousand years ago, not for today’s world of densely populated cities, technological innovations, and pollution. Barrett’s singular insight is to apply this phenomenon for the first time to the alarming disconnect between human instinct and our created environment. Her book adroitly demonstrates how supernormal stimuli are a driving force in many of today’s most pressing problems, including obesity, our addiction to television and video games, and the past century’s extraordinarily violent wars. Man-made imitations, it turns out, have wreaked havoc on how we nurture our children, what food we put into our bodies, how we make love and war, and even how we understand ourselves. Barrett does more than pull the fire alarm to show how these unfettered instincts fuel dangerous excesses. There is a hopeful message here as well. Once we recognize how supernormal stimuli operate, we can craft new approaches to modern predicaments. Humans have one stupendous advantage over Tinbergen’s birds: a giant brain. The message of this book is that this gives us the unique ability to exercise self-control, override instincts that lead us astray, and save ourselves from civilization’s gaudy traps.

A jail built on a landfill is at the center of America’s coronavirus outbreak

New York City is the epicenter of the country’s COVID-19 outbreak — and perhaps nowhere is that outbreak more dangerous than in the city’s most notorious jail complex: Rikers Island.

As of Tuesday morning, across the city 287 inmates (most of them at Rikers) and 406 corrections department staff members had already tested positive for COVID-19. On Sunday, the New York Times reported the first coronavirus death of a Rikers Island inmate. Recent news reports have indicated that inmates at Rikers lack even the luxury of basic precautions such as hand-washing (due to reported shortages of soap) and social distancing, which advocates and former inmates say is impossible to practice in the cramped facility.

Rikers Island, built on a landfill and surrounded by polluting infrastructure, has long suffered hazardous environmental conditions like extreme summer heat, flooding, and noxious pollution. These hazards exemplify the facility’s unpreparedness for a public health crisis like the novel coronavirus — and may have primed its inmates and staff to be especially vulnerable to the most severe effects of COVID-19.

Vidal Guzman remembers these hazards well. He was arrested twice as a teenager and spent a combined three years incarcerated on Rikers Island, awaiting trial.

“Living in Rikers means understanding not to drink the water, understanding how to be careful when rats and rodents are running around,” Guzman told Grist. “Having a rule to stay six feet away from each other for protection against the coronavirus — that is impossible in Rikers.”

Guzman, now 28, ultimately served five years in a state prison before going on to become the outreach and engagement organizer for Just Leadership USA, an organization that advocates for criminal justice reform. He recalls the “crazy rotten egg smell” that lingered at Rikers. The foul odor came from the landfill buried underneath the facility, which releases methane as the garbage decomposes over time and degrades the island’s air quality. The Poletti power plant, which was known as the biggest polluter in the Empire State before it closed in 2010, sat within a mile of Rikers when Guzman arrived there.

“Being around people who were young and with asthma — I saw them having problems with their breathing,” Guzman said. “There were individuals on Rikers who were saying things like, ‘I got asthma, I can’t breathe.’ And the elders are saying, ‘Well, you can’t breathe because the ground we’re standing on is built on landfill.’”

“That’s when I started to put things together,” Guzman remembered.

More than 10,000 people are normally incarcerated on the island at any given time. Roughly 90 percent of them are people of color, and 67 percent have not been convicted of a crime and are simply awaiting trial. Though the inmate population is currently around 5,000, the crowded shared spaces present unique challenges for social distancing. Guzman described beds that are only two to three feet apart in the dormitory housing units, an arrangement that appears to persist even as the facility faces down a pandemic. According to the New York City Department of Correction website, officials are attempting to ensure there is an empty bed in between inmates “where possible.”

“We are following the Department of Health and Mental Hygiene guidance to identify any individuals with whom patients had close contact,” the department told Grist in an email. “The health and well-being of our personnel and people in custody is our top priority.”

Public defenders and criminal justice reform advocates have been demanding the release of all inmates with preexisting medical conditions, anyone jailed for parole violations, and the elderly. The government response has been painstakingly slow, advocates say. Hundreds of inmates are now being held in isolation or in quarantined groups after being exposed to someone who tested positive. New York City Mayor Bill de Blasio recently boasted that 900 inmates had been released from the city jail system, bringing the inmate population to the lowest it has been since 1949.

Last Tuesday, New York Governor Andrew Cuomo quietly introduced changes to the state budget’s legislative text that would completely overhaul the Empire State’s recent criminal justice reform, which has only been in effect for three months. The new provisions, which the state legislature voted to pass days later, would expand pretrial detention powers. Advocates fear that the new changes could exacerbate the coronavirus outbreak.

“As someone who was incarcerated and had $25,000 bail at 16 years old, I am very disappointed,” Guzman told Grist. “The new reform would undermine the presumption of innocence, dramatically increase jail populations across the state, and exacerbate racial disparities.”

Governor Cuomo’s office did not respond to a request for comment before publication.

After seven years of incarceration, Guzman returned home at 24 and has been working and organizing with a campaign to close the Rikers Island facilities and improve conditions within the New York City jail system. In 2019, the New York City Council approved an ambitious $8 billion plan to shutter the jail complex by 2026. Queens Councilmember Costa Constantinides, who represents Rikers Island and is the chair of the City Council’s Environmental Protection Committee, has long advocated to transform the 413-acre island into a renewable energy hub. To make that vision a reality, he introduced the Renewable Rikers Act alongside other lawmakers last June.

The Renewable Rikers Act would hand over control of the island from the Department of Correction to the Department of Environmental Protection. It would also invest in studies to determine if the island could be home to a wastewater treatment plant and explore the feasibility of building renewable energy sources such as solar panels and battery storage facilities on the island.

For now, however, advocates and medical professionals are focused on getting the city’s thousands of inmates and jail staff through the pandemic alive.

“The most important part, being in a pandemic right now, is staying in touch with our family members, especially the black and brown communities who are feeling the most of this,” Guzman said. “I’m gonna tell you straight up: I’m in fear of what’s next.”

Here’s why the coronavirus pandemic has the U.S. oil industry feeling ill

Weeks before most Americans were aware that a pandemic would grind the United States economy to a halt, the Energy Information Administration released its short-term energy outlook. The federal agency predicted that carbon dioxide emissions from U.S. energy generation would fall by 2 percent this year and decrease another 1.5 percent in 2021. The decreases would bring emissions down to where they were before a 3 percent spike in 2018 — attributed to heavy use of air conditioning during a scorching summer and heating systems throughout a frigid winter.

That was in mid-January. On Tuesday, the Energy Information Administration, or EIA, put out a very different forecast.

Its latest outlook forecasts energy-related carbon emissions will fall by 7.5 percent this year due to the COVID-19 crisis. For an idea of how dramatic that is, consider this: Energy-related carbon emissions fell 7.1 percent in the wake of the financial crisis more than a decade ago. And that was the largest decrease in 19 years. The newly predicted emissions free fall can be attributed to an economy that’s suddenly in lockdown with millions of people staying home every day and industrial activity slowed.

On top of the new emissions forecast, the Energy Department has bad news for oil producers: U.S. officials will likely have to stop referring to the country as a net-exporter of oil, stymying a years-long march to become an international force in the crude oil game. The EIA estimates that U.S. oil production will drop by more than one million barrels per day due to the novel coronavirus. Americans will consume 9 percent less gasoline to fuel motor vehicles when compared to 2019, and jet fuel consumption will fall by 10 percent year over year. As a result, the agency estimates that the country will begin importing more oil than it exports sometime over the summer.

Back in February, Grist staff writer Naveena Sadasivam noted that in his State of the Union, President Trump took credit for the nation becoming energy independent. The U.S. officially became a net-exporter of oil products in November 2019. Sadasivam warned that with his claim the president ignored “the fact that the country is still subject to the global oil market.” Well, it still is, and a combination of plummeting demand due to coronavirus-influenced economic shutdowns and the inability of global oil powers to make a deal on oil production cuts are likely to blow that feather right out of his MAGA cap.

Oil isn’t the only fuel affected by an economy in the throes of a pandemic. The EIA expects coal generation to fall 20 percent in 2020, after previously projecting it would decline a more modest 16.9 percent. The natural gas industry may have the most on the line. Natural gas output is expected to drop 4.4 percent in 2021, the biggest dip since records began in 1998.

Renewables are still projected to outpace all other electricity types this year in terms of growth. But the EIA says annual additions to solar and wind capacity  are now likely 5 and 10 percent lower, respectively, than they were in the agency’s prior assessment.

The projected declines in oil and coal production and energy-related carbon emissions might seem like a major win for the planet, but alas, they’re not permanent. The EIA says emissions will rise 3.6 percent in 2021 (from 2020 levels) — the largest year-over-year growth in a decade — as the threat of coronavirus dissipates, and the economy roars back.

One state just banned reusable shopping bags to fight coronavirus

New Hampshire Governor Chris Sununu announced last week that reusable bags will be temporarily banned during the COVID-19 outbreak, and that all retail stores will be required to use single-use paper or plastic bags.

The move is a dramatic reversal of the recent trend of states and municipalities banning single-use plastic bags. Over the past few years, Hawaii, California, and more recently Oregon and New York have prohibited the use of plastic bags. The bans are an effort to reduce plastic pollution, which is driven by single-use plastics like shopping bags and has taken a terrible toll on ocean ecosystems.

“Our grocery store workers are on the front lines of COVID-19, working around the clock to keep New Hampshire families fed,” said Sununu, a Republican, in a statement announcing the executive order. “With identified community transmission, it is important that shoppers keep their reusable bags at home given the potential risk to baggers, grocers and customers.”

New Hampshire isn’t the only state to revisit its plastic bag policies due to COVID-19: Maine has postponed a plastic bag ban that was set to go into effect on Earth Day, and New York’s Department of Environmental Conservation has said it won’t take any enforcement actions against retailers who violate the state’s new ban until May. But New Hampshire is the first state to take the additional step of banning reusable bags.

So will the reusable bag ban make grocery store shoppers and workers safer? The science on that is somewhat shaky. It’s highly unlikely for the virus to spread from one person to another via a reusable cloth bag or another fabric, Vineet Menachery, an assistant professor of microbiology at the University of Texas Medical Branch, told Grist earlier this month. While the novel coronavirus, like previous coronaviruses, has been shown to survive for up to three days on plastic and stainless steel surfaces if left undisturbed, it’s easily destroyed with soap and water, or rubbing alcohol. So washing a cloth bag with detergent would stop the virus in its tracks.

That said, grocery store workers obviously don’t know whether a person bringing a reusable bag into a store has cleaned it recently or not. Sununu is right that grocery store workers are on the frontlines of this public health crisis, and we should all probably be doing what we can to make their lives easier and less stressful these days. And the climate impact of plastic vs. paper vs. cloth bags is actually more complicated than you might think — although reusing a bag you already own is always a more climate-friendly option than creating demand for a new bag.

So eco-conscious New Hampshirites shouldn’t feel too bad about obeying the governor’s order for now. Just make sure to keep tabs on your reusable bags so you don’t have to buy new ones once the pandemic is over.

Puerto Rico faces another disaster: The coronavirus pandemic

Puerto Rico has experienced a whirlwind of public health crises in the last few years. In 2017 Hurricane Maria left roughly 3,000 dead and thousands more displaced, making the island something of a patient zero for a world in which warmer global temperatures produce ever more deadly disasters. Then, this January a series of disastrous earthquakes once again put the U.S. territory’s strained infrastructure to the test. Now the new coronavirus has reached its shores.

Puerto Rican Governor Wanda Vázquez signed an executive order on Sunday to shut down the majority of businesses on the island (supermarkets, pharmacies, gas stations, and banks are exempt) and impose a 9 p.m. to 5 a.m. curfew through March 30. People who violate the lockdown order could face a fine of up to $5,000 or six months in jail. The move comes as Puerto Rico confirmed five COVID-19 cases on the island in the last few days.

“We already have a fragile social fabric, because we’ve had to experience a great number of shocks” in recent years, said Christine Nieves, co-founder and president of the nonprofit Emerge Puerto Rico (and member of the 2018 Grist 50). “Now, we have a situation where we have to remain indoors, but there are negative side effects to that. In particular, older people alone at home could be potentially put in a situation where no one is checking in.”

More than 20 percent of Puerto Rico’s population of nearly 3.2 million is 65 or older — an age cohort that is particularly at risk for severe and fatal COVID-19 infections. The island’s health infrastructure has not yet fully recovered from the shock of Hurricane Maria, when insufficient power and fresh water compounded patients’ suffering even after they had been admitted to the hospital.

Puerto Rico is also still grappling with the aftermath of the January earthquakes that destroyed three major hospitals and sent thousands of frightened people in the southern part of the island to camp outdoors, making them more vulnerable to the spread of illness — including the novel coronavirus. Nieves told Grist that the government still has not restored feasible housing options for people in the camps and that many of them are still living precariously in makeshift tents out in the open. (Puerto Rico’s Department of Health did not respond to requests for comment.)

“It’s been three years of nonstop shocks,” said Nieves. “People are tired. They are burnt out, and their immune systems are likely low, because they’re not taking care of themselves.”

The pandemic is also decimating tourism, a major component of the island’s economy. On Tuesday, Governor Vázquez demanded that the Federal Aviation Administration suspend all domestic and international flights to the island for 14 days and let her shut down airports.

It’s a new test for the island’s government. The Vázquez administration has been criticized for not acting swiftly enough as soon as the virus escalated in the mainland U.S. and (perhaps unfairly) for not more quickly obtaining test results from the Centers for Disease Control and Prevention in Atlanta, Georgia, after a few suspected cases initially emerged. Meanwhile, Puerto Rico’s health secretary, Rafael Rodríguez-Mercado, resigned last Friday.

“Frankly, the government has been so negligent in responding,” said Nieves. “Our biggest bet right now, the one thing that we’re holding on to, is that the virus doesn’t spread because of our island’s temperatures.”

But Nieves noted that, unlike the common flu — which peaks during the winter season and then dies down as temperatures warm — it’s not yet known how the novel coronavirus fares in warmer temperatures.

Regardless of the circumstances, Nieves sees the nascent outbreak as an opportunity to step back and reflect on what Puerto Ricans have learned from previous disasters.

“The coronavirus does present a stop in rebuilding,” she said. “But it also presents a window of reflection, because not necessarily being fast and efficient can get us to where we want to go — so it’s a great opportunity and a great moment to consider what kind of world we are rebuilding for.”

Trump’s agriculture secretary managed to alarm lots of rural conservatives and White House staffers when he broke with the administration last week to say that farmers would make money if the government did what economists, think tanks, and some old-school Republicans have been clamoring for — putting a price on carbon.

“If it is a social goal and social priority there, then let’s put a price over carbon emissions,” Sonny Perdue told reporters. “And I think you can really see farmers show out in their carbon sequestration efforts.”

The biggest farm-lobbying group, the Farm Bureau, has long opposed any carbon-pricing plans. But it has warmed a bit to the idea that farmers might benefit: In January the conservative lobbying group voted to support research on carbon-storing soils, and “unbiased science-based research on climate change.”

Perdue’s apparent break with White House orthodoxy had the executive-branch’s flaks scrambling to spin the story. Perdue couldn’t possibly have proposed that the government put a price on carbon emissions, they said, because President Donald Trump opposes that. Instead, he was simply pointing out that farmers could win: “If the free market puts a value on carbon,” an Agriculture Department spokesperson told the Washington Examiner.

Oh, okaaaaay. It’s unclear how the free market would impose a price on carbon pollution, but sure. Putting aside the spin, was Perdue right? Would farmers benefit if we put a price on carbon? It’s a worthwhile question with agriculture responsible for about 9 percent of the greenhouse gasses emitted in the United States.

Back in 2009, when Congress came close to passing a climate bill, scholars were asking these same questions. One of the people to do the math was economist Bruce Babcock, then at Iowa State, and now a professor at the University of California at Riverside. Babcock calculated that a carbon price would drive up the cost of propane farmers use to dry their corn the diesel that fuels their tractors, and the nitrogen fertilizer spread on their fields. But all those costs could be wiped out if farmers were paid for storing carbon in soil.

A price of $20 per ton of carbon dioxide would increase an Iowa farmer’s costs by about $4.50 an acre, while no-till farming could earn that farmer $8.00 per acre, Babcock calculated. So farmers wind up netting $3.50 thanks to a carbon tax.

The basic math still applies today, but a couple dollars an acre probably wouldn’t convince farmers to make major changes, Babcock said. “A more productive way would be to convince them they have a private benefit from better soil health. Improving soil is the best investment they can do, and carbon is an indicator of healthy soil.”

It always depends on the individual farm, but most would be able to adapt to a price on carbon emissions. But adapting to climate change is a different story. “Given how much irrigated agriculture in the West relies on consistent mountain snowfall and Corn Belt agriculture relies on warm summers with abundant rainfall, any disruptive change in climate will have a far greater impact on livelihoods than will the price of carbon,” Babcock wrote.
