Democrats are proposing a bill to keep farm laborers from being deported.

Politico reports that senators from California, Vermont, Colorado, and Hawaii came out with legislation to give undocumented agricultural laborers a “blue card” — a sort of talisman to ward off deportation.

To qualify, immigrants would need to have worked at least 100 days on farms in each of the previous two years. They would have the opportunity to convert their blue cards to some form of legal residency later on.

This would come as welcome relief to workers who produce labor-intensive products like milk, fruit, and vegetables. On the other hand, it’s an example of government trying to keep farm labor semi-legal and cheap. Because most farmworkers live in a legal gray zone, they have little bargaining power and few options, which keeps wages from rising.

It’s a tough deal: We’d be asking immigrants to keep our food prices down by taking hard, low-paying jobs, and in exchange they’d get an anti-deportation card.

On yet another hand — we need at least three hands to juggle this one! — that kind of tradeoff is inevitable. For now, Congress is unlikely pass any immigrant protections unless the farm lobby can pull in Republican votes.

Sharing tractors? There’s an app for that.

The company is reportedly focusing instead on developing software for driverless vehicles that could be used by other car companies.

The shift has led to a mass exodus at Apple’s secretive car division, Project Titan, anonymous sources tell Bloomberg News. Hundreds of people from the once-1,000-person-strong team have either been reassigned to other divisions, been let go, or quit, though some new people have also been added.

In 2008, after Apple released the iPhone, Steve Jobs talked with Tony Fadell, a senior VP at Apple, about taking on a car as the company’s next game-changer, and redesigning it from scratch. “What would a dashboard be?” Fadell said, describing one conversation. “What would seats be? How would you fuel it or power it?”

But those big dreams seem to have hit hard realities. Among other things, Apple had trouble getting suppliers to make small quantities of parts, Bloomberg reports. Ultimately, it’s very difficult for a company to get into the car manufacturing business — even an established tech behemoth. And for those of us who’d like to see more innovation in the transportation sector, that’s too bad.

Democrats say they want to support farmers, but what the heck does that mean?

When the Democrats were drafting their platform earlier this month, Connecticut’s Gov. Dan Malloy asked if anyone would dare to vote against a statement describing farming as a cherished way of life.

“Is there anyone who’s going to be heard to take a position against farming?” Malloy asked. That got a good laugh. “At your peril,” Malloy joshed.

No surprise, the committee members voted unanimously to include the language.

And so Democrats released a platform for their convention this week that promises to “support the next generation of farmers and ranchers, with particular attention given to promoting environmentally sustainable agricultural practices.” The platform also vows “to protect and enhance family farms.” OK, sounds great, but how?

The platform says we should give more farm subsidies and more money to boost local food markets. But that’s not likely to be enough to counteract trends squeezing out farmers. It’s easy to be sentimental about preserving farms yet devilishly hard to find a palatable solution.

California residents have gotten used to gentle coaxing to save water: ads urging residents to “Make It a Quickie” when showering and restaurants withholding water unless it’s ordered, for example.

But it wasn’t enough: This spring, Gov. Jerry Brown mandated water use reduction for the first time in California’s history. Starting in June, cities and towns were required to cut water use by 25 percent. Although no one has estimated the specifics of the state’s water use since 2003, officials predict that the cuts will save nearly 500 billion gallons of H2O over nine months—enough for all Los Angeles homes and businesses for about two years.

So far, the reductions have been a success: Officials recently announced that the state beat its goal in June, reducing municipal water use by 27 percent. It’s up to local agencies to figure out how best to reach the goal—most have targeted regulations on outdoor use, since half of the water consumed by California homes goes to lawns and gardens. Los Angeles “water cops” ticket those who water their lawns on the wrong day; the city is also issuing rebates for those who replace their lawns with drought-tolerant plants. Many agencies are simply fining residents who exceed monthly limits.

These changes are making a dent, but there’s no denying that home water use is a drop in the bucket compared to California’s thirsty outdoor businesses. Farms, of course, are the state’s biggest water user, consuming 80 percent of the state’s developed water. They were excluded from the 25 percent water reduction rule, but they’ve suffered region-specific cuts of their own, and, in some cases, are fighting back.

Of the thirsty nonagricultural businesses, golf takes the lead: The average Palm Springs golf course uses the same amount of water in one day that a family of four does in five years. The 123 golf courses in the Palm Springs area use nearly a quarter of the region’s groundwater.

The good news: Even the golf industry is coming around; more and more courses are using recycled water, leaving zones off the fairway unwatered, and taking advantage of drought tolerant landscape rebates.

Hundreds of customers of California poultry producer Foster Farms have a health problem: An especially potent strain of salmonella.

And the country has a governance problem: Centers for Disease Control and Prevention officials have been furloughed by the federal government shutdown.

These two problems do not play nicely together.

As the tainted chicken makes it way onto plates as far away as the East Coast, Hawaii and Alaska (seriously — this is what our food system looks like now), the CDC is summoning dozens of its employees back to work to help handle the emergency. According to an NBC report:

Of 183 complete cases, 76 patients have been hospitalized. Among those, many infections appear to be resistant to the most common antibiotics used for them [said CDC spokeswoman Barbara Reynolds].

At least seven different strains of Salmonella Heidelberg have been tied to the outbreak, which led CDC officials on Tuesday to recall 30 staffers, including 10 who work for the agency’s PulseNet team, which monitors the electronic fingerprint of dangerous foodborne bugs. They’d been on furlough because of a government shutdown stretching into its second week.

“We had said from the beginning that we were monitoring 30 outbreaks of foodborne illness,” Reynolds said. “This is one of them. It’s breaking loose now.”

The CDC move follows a USDA public health alert issued Monday for the raw chicken products.

We’d hate to imagine how Rep. Randy Neugebauer (R-Texas) would react if he ended up in the hospital because of food-borne bacteria that spread to his state while Congress forced the country’s food cops to stay at home.

A ballot measure that would have required labels on all genetically modified frankenfoods failed in California this past fall, but 2013 is a new year with new hope and a new roiling labeling movement, this time in Washington state.

Supporters of a GMO-labeling ballot measure have collected far more signatures than necessary, and if they’re certified, the proposal will hit the state legislature in the upcoming session and then likely be on the ballot in November. The movement’s colorful spokesperson is spreading the word, as The Seattle Times reports:

“Here we go, Round 2,” said the Washington initiative’s sponsor, Chris McManus, who owns a small advertising firm in Tacoma. “They got us the first time in Cali, but we’re stitched up, greased up and ready to go.”

McManus told the Spokane Spokesman-Review that the measure is not a scare tactic.

“A little bit more information never hurt anybody about the foods they eat.”

But opposition is beginning to coalesce. Farm industry representatives call the proposal an attempt to scare people away from food sources that have no known health risks. If the initiative wasn’t about scaring people, asked Heather Hansen of Washington Friends of Farms and Forests, why did supporters deliver their petitions in an old ambulance?

Because that’s awesome! I bet it doesn’t get great mileage, but sirens, wheee!

If anything is deserving of sirens, it’s the frankenfish that the U.S. Food and Drug Administration recently deemed safe, which would be labeled under such an initiative but likely not otherwise.

The initiative would require special labels on any raw or processed food sold in Washington with any genetically modified ingredients. That would include fruits and vegetables, processed foods and even some seafood like genetically modified salmon, McManus said …

Opponents said that would create big problems for farmers and food processors, who would have to put different labels on the same products if they’re sold in Washington and in other states.

It seems like threatening those of us who don’t live in Washington with unlabeled monster salmon is a real scare tactic. Get ready with those stickers, folks!
