India floats ambitious goal: 100 percent electric cars

India has a grandiose vision for its 1.2 billion people to drive only electric vehicles by 2030. And that’s not even the most ambitious part — the government thinks it can do it without spending a dime.

“We are trying to make this program self-financing,” Power Minister Piyush Goyal said at a youth conference this week, according to The Times of India. “We don’t need one rupee of support from the government. We don’t need one rupee of investment from the people of India.”

Goyal noted that a small working group of politicians will meet in early April to hammer out the details of the goal, which could include a program to incentivize buying electric cars by making them zero-down investments. Later on, the money the car owners would have spent on gas could go to paying off the price of the vehicle, according to Goyal.

As far as number of cars owned per household, India ranks low on the list, with just 6 percent of households reporting they own a car. But that number is expected to grow exponentially as the economy expands.

It’s not the first time India has announced sweeping sustainability plans under Prime Minister Narendra Modi, sometimes to mixed results. Last October, the world’s third biggest greenhouse gas polluter announced its new climate plan, promising to obtain 40 percent of its electricity from renewable sources (primarily solar) by 2030. But earlier this year, the World Trade Organization ruled that provisions of Modi’s solar plan shut out international companies, particularly the U.S., from India’s burgeoning solar market. Most recently, the country levied a 4 percent “green” tax on new passenger vehicle sales, part of an effort to fight air pollution and traffic congestion.

India has no time to waste to tackle its pollution problem as its capital, New Delhi, already has worse air quality than Beijing.

Everyday Items That Could Contain Lead

Contaminated water is not the only way we areexposed tolead. This toxic metal lurks in a wide variety of products that we’d otherwise think were harmless.

One exposure one time isn’t going to cause a problem, of course, especially at very low levels. But repeated exposures over time from multiple sources could create a threat, especially to young children whose brains and organs are still developing, and to pregnant and nursing women. Here are some of the most commonand least expectedways we may be exposed to lead on a daily basis.

Paint – Lead used to be added to paint, both what we used to paint our homes inside and out, and also the paint that was used in offices, schools and industrial buildings. The use of lead-based paints for homes, children’s toys and household furniture was banned in the U.S. in 1978. But lead-based paint is still on walls and woodwork in many older homes and apartments, reports the Mayo Clinic. Most lead poisoning in kids results from them eating lead-based paint chips.

Household Dust – Homes that have lead-based paint on the walls, doors and window frames often have lead-contaminated dust. Kids wouldn’t eat dust en masse, but they’d pick it up on their hands when they crawl around on the floor. It can also get into their food, and anyone can inhale fine lead-tainted dust particles.

Water Pipes – Even if the source of the water isn’t contaminated the way it is in Flint, Michigan, the pipes and plumbing fixtures in your home could be soldered with lead, and that can release lead into tap water.

Imported Canned Food and Imported Hard Candies– Though lead solder is banned from canned food produced in the U.S., it is still used when food cans are made in some other countries. Lead can also be found in wrappers used on imported candy.

Toys – Imported toys may contain high lead levels that are especially dangerous for the kids who play with them and might chew on them. Blocks, dolls and action figures may be painted with lead-based paint, and little metal pieces may be held together with lead solder. Cheap toys sold in vending machines and large volume discount stores are often contaminated as well, reports the New York Department of Health.

Traditional remedies – Lead is a naturally occurring metal that comes out of the earth’s crust, so remedies made from some herbs could be contaminated. The Mayo Clinic warns against using azarcon or sea coral, which is a Hispanic remedy for upset stomach and other digestive ills; litargirio or litharge, a powder used as a deodorant in the Dominican Republic; ba-baw-san, a Chinese herbal remedy for babies suffering from colic; and daw tway, a digestive aid used in Thailand that contains high levels of lead and arsenic.

Soil – Lead paint and dust can settle into the soil surrounding a painted building, then get easily picked up when it’s walked on or when kids play in it. I was shocked to discover high lead levels in the yard where my kids played because the garage next door had been painted, sanded, repainted and sanded many times over. All that dust and flaking paint settled right in my garden and yard!

Pottery, ceramics, china or crystal – Glazed terra cotta pottery often contains lead. It’s beautiful, but shouldn’t be used for food. China and crystal may also be made with lead. If you make pottery or stained glass or refinish furniture, the products you use could also contain lead.

Eyeliner and lipstick – Kohl is a traditional cosmetic used as a dark eyeliner. It also may contain very high levels of lead. Be wary if you use kohl that is imported from the Middle East or India.Studies have been finding lead in lipstick for years, reports Mother Jones. In 2007, the Campaign for Safe Cosmetics found lead in 61 percent of products tested.

Venison and other wild game – People can be exposed to lead by eating wild animals that were shot and killed with lead shot and lead bullets. “Recent research indicates that small lead fragments are often present in venison from deer harvested with lead bullets,” reports the New York Department of Health. “These particles of lead can get into your body when you breathe or swallow, and lead dust can get on your food and other items that you eat, drink, or put in your mouth.”

Vehicle batteries and other industrial uses – The U.S. Occupational Safety and Health Administration estimates that approximately 804,000 workers in general industry and an additional 838,000 workers in construction are potentially exposed to lead, primarily as a result of the production, use, maintenance, recycling and disposal of lead material and products. Exposure also occurs during renovation or demolition of structures painted with lead pigments.

What Can You Do to Protect Yourself?

The Centers for Disease Control offers these helpful suggestions to prevent kids from lead exposure.

If you suspect your home is painted with lead paint, do not try to remove it yourself. Use a trained lead contractor, whom you can find by going here.

Choose what you eat very carefully. Avoid imported canned food and candy and wild game unless you can somehow verify it is lead-free.

Choose cosmetics and personal care products produced in the U.S. or Europe, rather than in Asia, the Middle East or South America. You can also buy eye make-up and lipstick specifically formulated without lead.

Contact your local water utility to find out how and when they test for the presence of lead in the water. You can also get a Lead Check Test Kit to test yourself on solid surfaces.

President Obama Is Fighting Cuts to the Military, Not Demanding Them

From Dick Cheney, commenting on President Obama’s proposed military budget, presented yesterday by Defense Secretary Chuck Hagel:

I think the whole thing is not driven by any change in world circumstances, it is driven by budget considerations. He would much rather spend the money on food stamps than he would on a strong military or support for our troops.

This is, as Andrew Sullivan points out, loathsome:

He could have made an argument why he thinks we should maintain the stratospheric levels of defense spending that have been in place since 9/11; he could have argued that the US needs to maintain the ability to fight two major land wars simultaneously in perpetuity. He could have said a lot of things. But he decided to accuse the commander-in-chief of not supporting the troops and actually wanting to keep people in poverty. There is this belief out there that Republican extremism comes from the base and not the elites. But Cheney proves otherwise.

There’s more to this. You might disagree with Obama’s priorities, but Cheney’s claim is based entirely on the notion that Hagel and Obama are proposing military cuts. But they aren’t. Hagel proposed a change in force structure that would lead to a smaller Army, but his overall budget proposal is $115 billion more than the current sequester levels demanded by Republicans. Hagel is going to have plenty of fights on his hands, but mainly because he wants more money, not less. James Joyner explains:

Hagel, in a Pentagon speech on Monday, insisted that sequestration levels amounted to “irresponsible cuts” that would “compromise our national security for both the short- and long-term.” While acknowledging that they remain “the law of the land,” the secretary insisted that the only way to implement them “is to sharply reduce spending on readiness and modernization, which would almost certainly result in a hollow force—one that isn’t ready or capable of fulfilling assigned positions.” Hagel terms the administration proposal as “more reasonable and far more responsible” than the current approach.

….Further, the $115 billion figure actually understates the amount by which the proposal exceeds sequestration limits….another Base Realignment and Closure, or BRAC, round in 2017….proposed cut of 20,000 personnel from the Army National Guard by 2019….cancel the Army’s Ground Combat Vehicle program, end future upgrades to F/A-18 Super Hornet fighter and EA-18 Growler electronic warfare aircraft, and halt the buy of the Navy’s Littoral Combat Ship….mothball its entire fleet of A-10 close air support planes….capping pay raises for troops at 1 percent (while freezing pay for general officers).

….At the same time, slashing the Army to its smallest size since before World War II, which essentially guarantees that the United States could not take on two simultaneous major conflicts, is likely to be accomplished without much resistance.

In other words, Hagel is going to run into a buzzsaw because (a) he wants a bigger budget and (b) he wants to cut a bunch of wasteful spending that’s near and dear to every congressman whose district might be affected. Cutting the size of the Army is just one small part of the whole package.

Naturally this is the part that Fox News focuses on and that Dick Cheney demagogues. But keep one thing firmly in mind: Even though it’s declined from its Iraq/Afghanistan peak, our military budget is still far larger than it was in 2000. Congress has made it clear that it wants further cuts, and in this case at least, Obama and Hagel are the ones fighting against the cuts. In his current proposal, Obama is asking for more money than current sequestration levels. He’s not cutting the military. Compared to what Congress asked for, he’s expanding it.

Are you a fan of electric vehicles who doesn’t want to own your own car?

Get thee to Indy.

A company that operates electric-vehicle sharing programs in France is looking to expand, and its executives have settled on Indianapolis for their first American foray. Bolloré Group’s $35 million plan will provide 500 shared cars and 1,200 charging stations at 200 locations throughout Indiana’s capital. The company’s inaugural American initiative will be modeled on its French Autolib program, with sharing slated to begin next year.

A press release describes the program:

The program is based around short one-way rentals, unlike some other US models which require the user to return to the vehicle where they rented it. Users pay a membership fee (daily, monthly, or annually) and receive an RFID card. When they wish to rent a vehicle they reserve a car on-line or at a dedicated car share kiosk, they unlock the car charger with their card, and then swipe the card on the windshield, which unlocks the car and allows them to drive off. The in-car GPS allows the user to reserve a parking spot with a charging station near their destination. Once they arrive, plug-in the vehicle and the transaction is complete. The user can then reserve another vehicle for their next trip, as needed. The rates for the Indianapolis service have not yet been established, but in Paris, membership costs $16 per month and a 20-minute trip costs about $4.50.

Indianapolis won’t be the only city where you can drive an EV through a car-sharing program, as Greentech Media points out. Car2go’s shared Smart cars in San Diego, Calif. are all electric, and its fleet in Austin, Texas, includes some EVs too.

But if the Indy scheme comes together as envisioned, it will be the largest all-electric car-sharing program in the U.S.

Those outside-the-car airbags are pretty sweet, but what if we could make cars automatically stop before they, you know, hit people?

That’s what Volvo’s up to, with a newly updated auto-brake system that recognizes slow-moving pedestrians and now also fast-swerving bicyclists. “When bicyclists swerve in front of an automobile heading in the same direction, the setup immediately alerts the driver and applies full brake power — a world’s first Volvo says,” reports Engadget.

Volvo’s promotional video of the technology in action presents the cyclist as a kind of clueless headphone-wearing dolt, while the car driver appears empathetic. Still, you can at least see how it works:

Bike Radar explains the tech in more depth:

The technology uses information from a radar unit in the grille and a camera in front of the interior rear view mirror to constantly assess potential collisions. If an imminent impact is detected the driver is presented with a red warning flash and the car activates full braking power automatically. …

The system doesn’t guarantee that the vehicle will stop but it should be effective in reducing speeds in a collision, and in many cases should avoid an impact completely.

The benefits for cyclists will be limited, as the system functions in front of the [hood] — as a result, its ‘field of vision’ is restricted to this area only. The technology won’t stop a car pulling out of a parking space on you but it could well prevent an accident at a junction, or stop a dangerous overtaking maneuver.

Technology can’t stop bad driving that endangers cyclists, but it could help create safer and more equitable urban streetscapes where folks on bikes aren’t riding in fear. It would be bad news if drivers came to rely on it instead of paying careful attention to the road, though. Hey, maybe Volvo could add a feature that counts up all the times a driver triggers the auto-brakes and scares them with the number once a week?
